True is led by a seasoned executive, Jim Stamatis, who has a long career in engineering with a focus on environmental end markets.

Leadership Team

Jim Stamatis – CEO

Jim is the CEO of True Environmental. Mr. Stamatis has over three decades of experience in the environmental industry. An environmental engineer by training, he joined Louis Berger in 1985 and, after responsibilities including President of International and President of North America, was appointed CEO of the company in 2015. During his tenure as CEO, Mr. Stamatis grew the company’s revenues by 65 percent and the company’s earnings by more than 600 percent. In addition to organic growth, Jim oversaw acquiring and integrating several strategically important businesses under a unified company brand. He extended his company’s service offerings to new and existing clients and geographies, leading to accretive growth synergies. He also built a best-in-class management team and implemented several successful company-wide programs, including project management training, inclusion and diversity, and Zero Harm health and safety. In 2018, he led Louis Berger’s successful sale to WSP, a publicly traded global professional services firm. Mr. Stamatis has a BS in Civil Engineering from NJIT.

Neal Weitman, PE – Chief Operating Officer (COO)

Neal is an accomplished professional engineer who possesses more than 30 years of experience, spanning projects across the transportation, infrastructure, water, and environmental end markets for government agencies and private clients. Over the last decade, Mr. Weitman has held executive leadership roles with WSP, a leading professional services firm, and predecessor companies. Neal recognizes the key to all successful mergers is an appreciation for the acquired entities’ cultures, investments, retention of staff, and supporting initiatives focused on top-line growth to achieve goals. Neal has also worked closely with Jim Stamatis, CEO of True, for more than 20 years while at Louis Berger, before the company’s sale to WSP.

Dean Harwood – Chief Financial Officer (CFO)

Dean brings more than two decades of experience across the environmental consulting and engineering industry to True. He joined the company from Environmental Consulting and Technology, Inc. (ECT), where he served as CFO and a member of the company’s Board of Directors. Before ECT, he served as President of Strategy and Development for the U.S. Western region at Wood PLC (LSE: WG), a leader in the delivery of project management, engineering, construction, consulting, and industrial services to customers across a variety of end markets. Before that, Mr. Harwood spent 16 years in various senior roles at Parsons Corporation (NYSE: PSN), including Business Unit Chief Financial Officer and Executive Vice President of Operations and President of Parsons Enterprises.

Mary Scarbrough – Chief People Officer (CPO)

Mary is a dynamic and highly skilled strategic human resources executive who possesses the ability to transcend the transactional to the strategic, ensuring process excellence throughout the employee lifecycle. Expertise in designing, creating, and implementing innovative programs to enhance culture, improve employee performance and support change across the organization. She is a trusted human resources partner to business unit leaders, with an ability to balance talent strategies with operating financial demands. Mary brings 22 years of successful human resources management as a senior leader in multiple roles and functions.

Board of Directors

Jay Abramson – Director

Jay is a Senior Partner at Halle Capital. Prior to joining Halle, Jay Abramson was the CEO and Co-CIO of Cramer Rosenthal McGlynn, an asset management firm where he worked for 34 years. Jay has more than three decades of experience investing across a variety of environmental services businesses, including those focused on water quality, treatment, resource development, and conservation. Representative companies included: ITT/Xylem, Mueller Water, Pall, Calgon Carbon, Pentair, Ecolab, Clean Harbors, and American Water Works. Additionally, Jay served on the Board of Western Water, a company focused on developing water resources and water reuse in Colorado and California.

Jay serves on the Board of Trustees of Montefiore Health System (“MHS”) and the Albert Einstein College of Medicine (“AECM”). He is the Chair of both MHS and AECM’s Investment Committees. Jay served as an Overseer at the Weitzman School of Design at the University of Pennsylvania, where he graduated with degrees from the Wharton School (BSE) and the Law School (JD).

JP Gutfreund – Director

JP is the Founder and Managing Partner of Halle Capital. Prior to founding Halle, JP was Director of Research at Glenview Capital Management. JP is a member of the Investment Committee and serves on the Board of Trustees for the Montefiore Health System. He has a BA from New York University.

Mark McKenna – Director

Mark is a Principal at Halle Capital. Prior to joining Halle, Mark McKenna was an investor at Clayton Dubilier & Rice, where he evaluated investments across healthcare, business services, industrials, and consumer industries. Mark began his career in investment banking at Morgan Stanley. He received a BSBA from Georgetown University.

Jayne Warne, PE, Director – President Matrix New World Engineering

Jayne Warne is president and co-founder of Matrix New World Engineering, a leading full-service engineering and environmental services firm. An advocate for finding ways to keep more women in the technical engineering industry, Jayne gives back to her industry. A born leader, Ms. Warne has been honored with awards such as: the CIANJ Enterprising Women Award (2022), First-Ever Salute to Women In Construction award by NJ Alliance For Action (2021), received international recognition when she won SILVER Female Entrepreneur of the Year, STEVIE Awards (2018), was named one of the Best 50 Women in Business NJBIZ (2011), Finalist, Ernst & Young’s Entrepreneur of the Year (2011), and Small Businessperson of the Year (2002).
