Fairfax County Stormwater Management Facility Maintenance Assessment

The Project

For the past 16 years, True Environmental has partnered with Fairfax County DPWES MSMD to deliver comprehensive stormwater management services under four BOA contract cycles, completing 383 task orders valued at over $26 million. Our work spans stormwater facility retrofits, construction management, dam safety inspections, hydraulic modeling, and programmatic support. Key projects include retrofits at the Newington Solid Waste Facility, drainage improvements at fire stations and training academies, riser replacements, sediment forebay retrofits, and infiltration trench rehabilitation. For these efforts, True Environmental provided full design services, civil construction documents, and construction administration.

Beyond design and construction, True Environmental plays a critical role in dam safety and flood mitigation. We conduct annual inspections and O&M support for all 20 state-regulated dams, prepare emergency repair plans, and develop structural recommendations for riser and spillway replacements. Our team also pioneered Rain-on-Grid hydraulic modeling for seven flood-prone areas in the Dranesville District, creating calibrated models to analyze overland flow and inform cost-effective flood mitigation strategies. Additionally, the team supports Huntington Levee inspections, bathymetric surveys for sediment analysis, and client site staff augmentation for engineering and technical assistance.

Programmatic and compliance services further strengthen Fairfax County’s stormwater program. True Environmental has delivered over 15,000 stormwater facility inspections, developed HP-SWPPPs and training materials for 21 sites, and supported MS4 audits by EPA and DEQ—earning recognition as a model program. We also provide contractor and HOA awareness training, inspector training, and updates to inspection metrics and reporting language. These efforts ensure regulatory compliance, improve maintenance responsiveness, and enhance the County’s ability to manage stormwater infrastructure effectively and sustainably.

Annual Inspection

Our staff conduct a detailed exterior and interior inspection of a PL-566 riser structure. We perform these inspections annually for each of MSMD’s PL-566 facilities.
