Rincon Onshore & Offshore Facilities Decommissioning

The Project

True Environmental is assisting the California State Lands Commission (CSLC) with the development of a feasibility study for the final disposition of Rincon Island and its associated onshore facility in west Ventura County. This work addresses both Phase I facility abandonment and Phase II decommissioning planning for onshore and offshore facilities. Site assessment activities included evaluating soil and groundwater conditions on the island and onshore site to support Phase I abandonment and prepare the Phase II decommissioning plan. Soil assessment involved drilling and collecting samples for chemical analysis using manual hand auger, Geoprobe® direct-push, hollow-stem auger, and test pit excavation methods. Groundwater assessment included sampling with temporary hydropunch methods and installing monitoring wells for ongoing evaluation. Data from these assessments were compared to Environmental Screening Levels to evaluate remediation alternatives for anticipated future land uses.

True also provided environmental support for the Rincon Phase 2 Decommissioning Project, which evaluated the remaining Rincon Island and causeway structures adjacent to Mussel Shoals after the lease was quit-claimed back to the State. The project focused on determining the feasibility of various decommissioning alternatives, and True prepared a comprehensive feasibility study on the engineering options under consideration. In support of this study, True conducted a geoenvironmental assessment, coordinated technical studies, and completed a preliminary environmental review that informed public forums and helped define project alternatives for the Environmental Impact Report (EIR). True then prepared the Draft and Final EIRs, including additional biological field studies onshore and offshore, and the Final EIR was certified by the Commission in August 2024. Currently, Padre is supporting CSLC in planning project implementation, including permitting and developing a mitigation compliance program in accordance with the FEIR and project permit conditions.
