The Project
The True Environmental Team is providing a broad range of environmental and geoenvironmental services to support the permitting and implementation of the decommissioning and remediation of the Carpinteria Oil and Gas Facilities. The project includes the demolition of all surface and subsurface idle oil and gas facilities, remediation of contaminated soil, restoration of the onshore site for potential future reuse and removal of nearshore pipelines and an associated marine terminal. True has developed a comprehensive strategy to assess existing environmental conditions at the site, develop a comprehensive project description capable of supporting permit application development, acquire all necessary permits, and finally implement the project through completion.
Assessment of current site conditions includes a historical review of past operations, an inventory of all existing facilities, soil and groundwater assessments, biological surveys, and archaeological surveys. These baseline studies were then used to outline decommissioning and site remediation objectives as well as identify environmental constraints that need to be addressed in the development of the decommissioning plans and Remedial Action Plan. These plans, supported by survey and assessment reports, were compiled into a comprehensive permit application package needed to support the City of Carpinteria’s preparation of an Environmental Impact Report (EIR) and issuance of a Coastal Development Permit.
The City of Carpinteria is currently completing the Final EIR for the project. Once certified, True will work to acquire the remaining permit approvals, which include a 404/Section 10 from the ACOE, Section 401 from the RWQCB, a Coastal Development Permit from the CCC for offshore activities, and Remedial Action Plan approvals from the US EPA and County Environmental Health Department.
Following the issuance of all permit approvals, True will support the development of all permit-required plans and procedures, monitor contractor compliance with the permit requirements, and complete permit-required documentation of project completion.
