The Project

True Environmental has played a pivotal role in the long-term remediation and redevelopment of the former Military Ocean Terminal Bayonne (MOTBY), partnering with the City of Bayonne and private redevelopers to transform this historic property. For over a decade, True has served as the Licensed Site Remediation Professional (LSRP), guiding complex environmental compliance and redevelopment efforts. This includes facilitating property transactions and subdivisions by terminating and replacing Deed Notices as Blocks, Lots, and engineering controls are modified. As well as this, True updated historic Remedial Action Permits (RAP) when appropriate.

True recently completed a supplemental groundwater investigation that will substantially reduce the size of the Classification Exception Area (CEA) as the plume attenuates, minimizing impacts on redeveloped parcels. The team also reviews institutional controls implemented by redevelopers in City roads and Rights of Way (Notice in Lieu of Deed Notice) to ensure proper documentation for future roadwork and calculates escrow account cost estimates for redevelopers. Primary work for 2025 focused heavily on these LSRP-related responsibilities.

True serves as the Special Engineering Consultant for the redevelopment of the MOTBY facility. Acting as Special Projects Engineer for the City, True provides technical review and oversight of all private construction projects and facilitates interactions between redevelopers, City departments, NJDEP, and other regulatory agencies. As the designated LSRP for the property, True oversees complex remediation efforts and secures approvals necessary to return the site to productive use. During its engagement with the City, True has designed and managed construction of unique and challenging improvements, including comprehensive site elevation, utility decommissioning and replacement, shoreline restoration, and full design, permitting, procurement, and construction administration.
