Gum Swamp Wetland Mitigation Bank

True partnered with Weyerhaeuser NR Company to transform a former 1,124-acre loblolly pine plantation in Livingston Parish, LA, into a thriving bottomland hardwood wetland mitigation bank, one of the region’s most significant private-sector restoration investments. Designed to offset wetland impacts under the USACE New Orleans District’s Section 404 Program, this restoration site serves a key role in regional habitat renewal while supporting responsible development in southeastern Louisiana.

True led the effort from the ground up, completing the wetland delineation, securing the jurisdictional determination, obtaining Section 404 approvals, and developing all major restoration and banking documents, including the Wetland Restoration Plan, the Mitigation Bank Prospectus, and the Mitigation Banking Instrument (MBI). Throughout the process, our team worked closely with the Interagency Review Team (IRT) to advance the project through each regulatory milestone.

Today, True continues to support the long-term success of the bank by conducting all required monitoring and reporting in accordance with the MBI—helping ensure this restored landscape delivers lasting ecological and mitigation value.
