Loudoun County Stormwater Engineering Services

For more than 30 years, True Environmental has partnered with Loudoun County to provide stormwater engineering services under task order contracts, completing 267 task orders valued at over $10 million. Our work spans stream restoration, stormwater facility maintenance planning, bond release inspections, and BMP inventory management. Notable projects include conceptual designs for stabilizing and restoring Muddy Branch and its tributaries, development of over 900 facility-specific maintenance plans, and performing more than 1,000 bond release inspections to ensure compliance and expedite development processes.

True Environmental has also supported the County with specialized services such as maintenance dredging for Lakes at Red Rock, annual delineation of drainage areas for hundreds of BMPs and MS4 outfalls, and comprehensive BMP inspector training programs. We have assessed over 2,000 stormwater facilities in the past five years, provided ongoing onsite assistance for data management and inspections, and developed public education materials addressing illicit discharges and best practices for activities like pool maintenance and outdoor washing. These efforts strengthen Loudoun County’s stormwater infrastructure and promote community awareness.

In addition, True has played a key role in regulatory compliance and water quality improvement initiatives. We developed Loudoun County’s Chesapeake Bay Phase I and Draft Phase II TMDL Action Plans, as well as a comprehensive TMDL plan addressing multiple watersheds. Our team assisted with DEQ MS4 audits in 2017 and 2021, providing audit preparation, training, and field demonstrations. By combining technical expertise with programmatic support, True continues to help Loudoun County meet regulatory requirements, enhance stormwater management, and protect local waterways.
