Integrating three master plan for citywide flood preparedness.
The Project
True Environmental is leading the development of three integrated master plans for the City of Newport News—stormwater management, floodplain management, and resilience & climate change. This initiative addresses aging infrastructure, severe flooding, and the growing impacts of climate change and sea-level rise. Working closely with City staff, True created a comprehensive scope covering 78 tasks and secured a $4.9M Community Flood Preparedness Fund grant from the Virginia Resources Authority. The planning framework incorporates ordinance and design standard updates, asset vulnerability assessments, social justice considerations, flood mitigation strategies, stakeholder engagement, and long-term capital planning to ensure a resilient future.
Currently two-thirds complete, the project has produced technical memoranda on key topics such as retrofit feasibility for 49 stormwater facilities, stream restoration prioritization for 59 segments, stormwater infrastructure rating systems, and the impacts of impervious cover and population growth. True has also analyzed railroad corridor effects, evaluated stormwater utility funding, and provided grant assistance resulting in an additional $5.3M for implementation projects. Beyond planning, True supports ordinance updates for VESMP and CBPA, positioning Newport News to meet regulatory requirements while advancing climate adaptation and watershed resilience.
