The Project
True is currently providing comprehensive engineering and environmental consulting services for the New York City Marine Highway Program, a transformative initiative led by NYCEDC to enhance freight mobility and reduce truck traffic through expanded marine transport infrastructure. We are conducting comprehensive data collection efforts across six waterfront sites identified in the program, including detailed site inspections, technical surveys, and geotechnical investigations to assess existing conditions and inform design development. True is also reviewing historical documentation and coordinating with NYCEDC to ensure all relevant data is incorporated into the project’s baseline.
True is actively engaging with NYCEDC, regulatory agencies, and community stakeholders to align project objectives and ensure responsive, context-sensitive design. This includes facilitating design workshops, participating in interagency meetings, and supporting NYCEDC in outreach to potential marine freight users and community representatives.
We are leading the preparation and submission of permit applications to relevant federal, state, and city agencies, including the U.S. Army Corps of Engineers (USACE), the New York State Department of Environmental Conservation (NYSDEC), and the NYC Department of Small Business Services (SBS). True is also supporting coordination with the Public Design Commission (PDC) and local community boards as needed.
True is managing the environmental review process for the project following the National Environmental Policy Act (NEPA) and City Environmental Quality Review (CEQR). This includes preparing Environmental Assessments (EA/EAS), coordinating with lead agencies such as MARAD and NYC SBS, and providing support for Section 106, Section 7, and Section 4(f) consultations. True is also preparing Environmental Site Assessments (ESAs), Remedial Action Plans (RAPs), and Construction Health and Safety Plans (CHASPs) as required.
